I don't understand why the conditions are so bad there.  If they don't have 
electricity, that's ok for now.  Animals don't really need to be in the a/c,

but why can't they just clean out the kennels everyday and feed them fresh 
food and water?  The very least they should need is a hose, some bleach, 
food, and water and food bowls.  What is the big deal about that?  Can't 
they even afford that much?  If they can't we shouldn't even have an animal 
shelter, that is cruel.
