The parish has been quietly trying to get the group sites closed since the
start of the new year.  The idea is to close the group sites since that is
where most of the trouble is, too many people in too small a space.

Trailers in front of homes are still being encouraged.

In fact, I believe the parish is trying to get those who are in the group
sites to find a relative or someone who's home they can put a trailer in
front of so they can move out of the group site.

I just saw your interview on TV about trying to close the FEMA sites by the
end of the year.  Will  there be a rule about the trailers by our houses?
I'm in the process of buying a house and there's no way it will be complete
by the end of the year.  What happens there?
