   What stops someone from another parish coming in with their voucher from
another parish?
Section 8 vouchers are transferrble from state to state and parish to
parish. So in essence, if someone is receiving section 8 in say Houston,
they can transfer to Louisiana so long as they do all the proper steps and
someone from Slidell can come to St. Bernard as well
