the applicant must be approved in the municipality in the parish that they
will live.  Yes they can move to St. Bernard but if the person is going to
use a section 8 voucher in St. Bernard it must be approved in St. bernard
and the person loses the voucher from the other parish.
 
the number of allocated slots in St. bernard does not accomodate vouchers
approved in other parishes.

another parish?
Section 8 vouchers are transferrble from state to state and parish to
parish. So in essence, if someone is receiving section 8 in say Houston,
they can transfer to Louisiana so long as they do all the proper steps and
someone from Slidell can come to St. Bernard as well
