	  How is it that the road home is going bankrupt?

Because the folks 'administering' it got their big share off the top, then
delayed the checks, now they get huge bonus payments for meeting these
(belated) goals of x number of closings per month.
 
American work ethic: get paid first for getting the job, work slow or not at
all, then get a bonus for doing what you were hired for in the first place.
