	I guess it would not have been passed the legislature if the Road
Home was
	set up in such a way that the  money went first to those who flooded
the
	most. 

No, that would have made too much sense.
I still cringe when I hear folks with three inches having gotten more than
was offered to us for 20 plus feet surge, 15 plus feet standing for nearly
two weeks. 
Oh well, trying not to begrudge anyones good fortune, but gheez, who was
this money meant for anyways?
