Since most people don't have the time or patience to read the full COE
report on a recommended plan to de-authorize the MRGO, I think the TP did a
good job in its story to summarize the report. However, in reading the TP
or watching the news about this, just remember that this project is funded
out of the cookie jar of federal money for
de-authorizing the MRGO and so the proposed dam rising just 5 feet above the
normal water level is not meant to improve storm surge flood protection
because that would come from a different cookie jar of federal money.
However, the recommendation is vital in order for the COE to move forward
with a recommendation for storm surge protection for the 100 year storm
because how the
MRGO is de-authorized, i.e. closed, has a tremendous influence on what the
storm surge protection is, how much it costs, how long it takes to build,
and where it goes. The important thing is for southeast LA to get its name
on as many federal cookie jars as it can just like all the other states try
to do. ddk
