[StBernard] repair of streets and clearing of drains within the Murphy "buy out" zone (for Craig)

Craig,

During our District C meeting last night, several residents that reside
within the neighborhood where Murphy is currently buying homes expressed
concern about the condition of the streets and the clogging of storm drains
due to the run off of sand now being placed on the cleared lots that Murphy
has purchased.  The condition of the streets, particularly north of JP is
horrible.  The residents south of JP are saying that the sand run off is
clogging the storm drains that result in street flooding.  They said that
this problem on began after Murphy started filling the lots with sand.  
 
It would seem that Murphy should be responsible for repairing the streets
and cleaning the drains since both were a direct cause of the work that
they, or their contractor is doing in the area.  The calls by residents into
Murphy about the drain issues is going no where.  They content that it's the
parish responsibility.
 
We need some help in resolving this issue and or some information relative
to who will fix these problems.
