The line item veto was done around this time, but it wasn't for budget
stuff, there was a law and a New York congress person sued, but had no
standing, because it wasn't used yet. However, the it did a few months
later. But like I said it was for some law, not the budget.
 
And just like I said, he let congress shut down before signing because he
didn't agree with things, but America's ADD wrapped up the fight fast.
