I'm not sure how best to answer your question other than to say you would go
about challenging a voter in the manner it is presently done - which is one
of two ways.

First, pertaining to a candidate, you would have poll watchers who would
review the name of every voter who walks up to the table to sign in.
Naturally, you would have a list of registered voters who you already know
or suspect to be improper/illegal. Once recognizing that person whose name
would be on your list, you approach the chief poll commissioner and formally
place a challenge to that individual voter. It is my understanding the poll
commissioner is not supposed to allow them to vote if challenged.

Second, go to the voter registration office and present a list of
individuals you are challenging. This process can take a bit longer to
carry out because what you are basically doing is petitioning to have
certain voters purged from the registry. This will require something of an
investigation by the Registrar of Voters office, which is never going to be
happy about doing that since it's that much more work on their part.

I should note here that you do not need to be a candidate or a poll watcher
for a candidate in order to challenge someone's voting right. Any person
can challenge another.

I would think if you researched it in the revised statutes there is likely
an explanation on how to properly go about challenging a voter.
