Well one would surmise several a few 'linked' FEMA trailers together to
piece a library <just kiddin'>..

But the issue is this: Before the storm there was land allocated, money in
the works to build a new library in Meraux. Why has that changed since it
wasn't damaged and that land would be even cheaper from property values
severely depressed?

Could the excuse be the population shift which could cause fewer visitors
and usage? Must they now wait until the other 70% fill up the vacuum or
perhaps rebuilding a new one might be a "drawing card" as a shining example
of recovery (the beacon of light needed to convince efforts toward
repopulation)?
