You forgot those who are appealing/fighting to get a correct appraisal on
their property from the Road Home program and were under-insured (as many
were, probably, for flood).  Some who are elderly may not have the financial
wherewithal  to start repairs/rebuilding until the Road Home funds are
included with meager insurance proceeds.
