Um...hello?  Earth to Mr. Bourgeois?  Please read the Prez's
comments on the dire financial situation of the parish.
Exempt this from local sales taxes?  Why on Earth would the
Council wish to do so?  If Murphy Oil is expanding, it's 
not like they are going pack up their toys and go home
or anything.
