The reason we are asking is because my son has lived in his house for 5
years & would like to expand his lot.  The other neighbor has only recently
moved there ( about 3 months) as a lease to purchase.  Since one doesn't
know if he will fulfill his lease to purchase and is a new inhabitant, it
seems as if previous homeowners should get first preference.
