government complex, behind WalMart and on Paris Road."

So, at some point, St. Bernard can expect more slum lords since Village
Square is "relocating" to more venues--and citizens can expect "VS" North,
South, East and West broken up into more areas like a spreading virus?

Is this what the parish needs during reconstruction? 

Is this the "Positive change" envisioned immediately after Katrina about
parks, green spaces, new and beautiful settings and vibrant neighborhoods?

Will its inhabitants be composed solely of da parish residents are is the
parish expecting New Orleans, Houston and Atlanta continue to empty its
inhabitants throughout da parish's "new vision"?
