Tony Michou is a St. Bernard Deputy or reserve Deputy and just won election
as a JP.
 
What I'd like to know is how did he qualify in the first place? Shouldn't
there be checks and balances at the time of qualification? Or being a
reserve deputy he didn't declare that he was employed as a full time deputy
and met the criteria for qualifying.
