[StBernard] Garbage/recycling newspapers

Someone else had mentioned the neighborhood dollar stores would be good
drop-off locations,  providing safe and convenient collection bins located
throughout the parish.

With newspaper, paper drives and drop~off bins both work towards the same
goals of reducing what is sent to the landfill and recycling.
