although we have reason to believe some elected officials make efforts to
skirt proper public notice, this change back to 11am meetings, alternating
with 7pm meetings, maybe upon the request of residents who could attend
neither the 4pm nor 7pm meetings.  

until the agenda is posted and there is other information, I 'll give them
the benefit of the doubt.
