It is proper for the president of St. Bernard Parish or his designee to
serve as an ex
officio member of the Library Board. Because the person currently serving as
the
designee for the parish president is no longer a member of the governing
authority, this
individual is no longer qualified to serve. Accordingly, the parish
president must
personally serve in the ex officio position or appoint a new designee who is
a member of
the governing authority. (Boyce)
