Well, you might as well reel that one back in.  

If the parish has "mistakenly" torn down an almost finished house, I'll bet
the aggrieved party(ies) will want cash in hand.  Besides the value of the
house, you'd have to factor in pain and anguish, mental torment and the like
from seeing what you almost had finished knocked down by an over-zealous
party.  Nah...I think that aggrieved party will want it to cost...a lot.
