On further reading I noticed this part:

What would those be Mr. Perry?  Passing a criminal or credit check?  I can't
imagine what would be
so "insurmountable" that a tenant could not pass it.  Or is it not hanging
around on the front stoop
playing too-loud music.  That might be an affront to their ethnicity!  LOL
