Also John, if they feel the compensation is that bad then they could have
set this up where it goes into effect 
**after** the next election cycle.  That would show there is a genuine
concern about pay, but also show they 
weren't doing it just for themselves.

However, it's **always** bad politics to put proposed add'l fees on a ballot
along with a pay raise for yourselves.
Someone wasn't thinking too clearly here.
