Generally, the developers are the builders of the project only and when the
project is completed, it is turned over to a separate management company, a
homeowners association or another type of arrangement for day-to-day
operations and maintenance.   Sometimes in the course of zoning approval the
developers will discuss their anticipated future management arrangements.
You might check the minutes records for that information.

That is an excellent letter.

One thing I have never seen is this:  Provident says they are the
**developers** of these properties.  Does that make them the owners also or
is that a different group or individual?  Who will be the responsible party
for upkeep of these properties?  

Essentially, what I want to know is who the parish will be able to go after
when they fail to comply with **any** little part of the code?  I want  them
watched to make sure they are in compliance with everything and that every
"i" is dotted and "t" crossed and if not, start fining them as heavily as
possible.
