[StBernard] oily water release into 20 arpent canal

Last night due to the heavy rain there was excess storm water back up at the
Murphy oil refinery. The Refinery has an emergency outfall that discharges
into a nearby canal. 
 
The DEQ inspectors came out this morning to inspect the complaint made by
the St. Bernard fire department and found the oily waste and are
investigating the complaint
