Streamlining Commission Update
The Louisiana Commission on Streamlining Government has been
meeting since July with the goal of finding ways to reduce the cost of
government in order to address Louisiana's budget shortfalls. Treasurer
Kennedy is an active member of the Streamlining Commission and Chair of the
Commission's advisory group on efficiency and benchmarking.
He proposed the following recommendations that were adopted at the
Commission's December meeting:
1. Cease the Operations of Citizens Property Insurance Company
2. Change the Benefit Structure for the Four State Retirement Systems
3. Eliminate NGO Contracts with the State after Governor's Veto
4. Tie the Budget of the Crescent City Connection to Tolls
5. Reduce the Spending of the Office of Juvenile Justice
6. Reduce Top-Heavy Management Structure in State Government
7. Do Not Raise Taxes
8. Eliminate Non-Performance Contracts
9. Require Legislative Approval of Charity Hospital Business Plan

State Bond Commission Update
The State Bond Commission approved more than $305 million in
funding for projects statewide at its December meeting. Some of the meeting
approval highlights include:
- $100 million in GO Zone bonds (preliminary approval) for the Industrial
Development Board of the City of New Orleans to finance office and retail
space, a hotel and residential units.
- $50 million in bonds for the East Baton Rouge Mortgage Finance Authority.
- $10 million in bonds (conditional approval) for the Caddo-Bossier Parish
Port Commission to acquire a manufacturing and packaging facility.
- $25 million in bonds for the Lafayette Public Trust Financing Authority to
provide affordable housing opportunities.
- $14 million in bonds for the City of Alexandria in Rapides Parish for
waterworks, sewer and electric power system improvements.
- $19.8 million in bonds (conditional approval) for the Town of Delhi in
Richland Parish for sewer system improvements.

Treasurer Kennedy Reaching Out to Citizens
Treasurer Kennedy has been speaking to citizens across the state
about Louisiana's budget and the work of the Streamlining Commission.
During the month of December, the Treasurer spoke to Rotary Clubs in
Alexandria, Mamou, Patterson and Morgan City. He was also the guest speaker
at a meeting of the St. Martinville Chamber.
