[StBernard] Speed limit signs

I am wondering why haven't they put speed limit signs back up on St. Bernard
Hwy. There are a few, but not enough for people to know what the right speed
limit is in specific places when going " down da road". Who is responsible
for taking care of this ? It really is a problem as people drive crazy on
that road. Any answers to who to direct this problem to , would be greatly
appreciated.
