If you're determined to believe that Dodd actually said this, I'm not sure
what amount of evidence will persuade you that he didn't. I'm satisfied that
this did indeed come from a satirical column written by John Semmens. There
are plenty of references other than FactCheck that point to Semmens as the
source of this.
I did a search on the text of the story when I was trying to detemine if
it was accurate. Although I didn't find this on any "legitimate" news
outlets or government archives, I did see the exact same story posted word
for word in the comment sections of dozens of conservative blogs. To me,
that indicates a concerted effort by an individual or group to promote a
false story as factual.
I just find it personally insulting that any group, liberal or
conservative, would put forth an obviously outlandish and assume that people
will accept it as fact. I suppose if it didn't work they wouldn't be doing
it, though.
