If the council really wanted residents to participate BEFORE the decisions are made, they would Public Notice and Publish or provide electronic link to ALL the information and conduct meetings in the evenings with well advanced notice.  
 
Yes, we have a master land use plan to receive all the LRA, CBDG, FEMA, etc funding.  But, it doesnot apply when political land use decisions are made.  Just to name a few; Zoning Change of just one street, and the entire street, to Mobile Home; land swap / trade instead of public bid of a Fire Station, with all decisions made in questionable executive sessions; and let's not forget St Bernard Parish is now the first to have a PetroChemical Testing Lab in a neighborhood.
