Yeah, and who counted the illegals, the drug addicts who live in tantum with
a group, transients, and other riff-raff that doesn't have garbage cans?

This leaves out 20% of the population, not only in St. Bernard parish but in
about every parish/county.

I don't know if the Census (of which 80% were out of work, liberals and
others) are going to go out their way to count the needles, butts or left
over drugs and clothes left or in habitation with those "who don't belong"
<smile>..

--jer-- (just being facetious <G>).. plain funning (but serious about the
seriousness of the situation of getting funding for the sake of getting
funding and not solving the problems that are too numerous to count or too
serious to ignore).

SBPG did a mini-census of a sort with the required stickers for the SDT
waste and debris garbage cans. We at least know the number of households at
that time and have a partial count on the number of apartments (the number
which use SDT cans anyway). We could probably determine the number of final
permit inspections granted for households after that SDT audit.

If there is anyway to appeal the census count, this SDT audit information,
along with a water meter or natural gas meter accounting, might help.
