What process requires majority council vote to pull permits?  Unless this is
a gentleman's agreement between administration and the council, there is
nothing in the Home Rule Charter, that I am aware of, that requires the
Administration, Parish President or Office of Community Development Permits
Department, to ASK the council's permission on building permits.
