Sounds like as good a reason as any other. But when they have to go behind
closed doors it always seems a little suspicious.

Jer Responds:

Simply put, their minds haven't been made up by meeting time. To
avoid
looking and smelling embarrassing, they huddle around a huge long
table and
see if any of the minds can come to a conclusion, consensus or
agreement.

To be seen on TV or in front of the public, bewildered, bedazzled
and
beheaded as council is one thing the council doesn't want exposed
before a
federal or state government or before the New Orleans' Crowd of
armpits.

Therefore, with no planning to confront HUD (Housing for Urban
Dwellers
moving into other communities)) and GNOFHA (Good for Nothing Office
Failures
of Housing Asinines) are seated into the mix of parish citizens to
overhead
the publicans of St. Bernard Parish (the chillin' effect) while "da
beat
goes on" in back-room politics.

The parish charter probably gives them the rights to convene or
in-convene
at the behest of the majority.

Can't say whether it's anything but a privilege, but if it makes HUD
and
GNOFHA more nervous than the parish leaders..
