Federal Judge Ginger Berrigan ordered the parish to "purge itself" of
contempt by Saturday at 5 p.m., or he parish will face $25,000 a day fines
until April 12. A that point the fines will be doubled to $50,000 a day.

The apartment complex has been at the center of a contentious, long-running
debate on whether it should be built. Parish officials are worried that the
land being used for the development could be wetlands, and some residents
feel a mixed-income property would hurt the value of nearby homes.

Berrigan in the past had said the parish's attempts to block construction of
the developments are "racially discriminatory."
