Well, there is a great advantage for a "win-win". 

It doesn't cost anything out of pocket in an attempt. If he wins, he wins
St. Bernard. If he loses, St. Bernard gets the New Orleans crowds to
overpopulate the area with septic-poisoning. You might say, what's the
second "win" all about? 

The second "win" is the owner of the properties to be build.  Thus one might
say in this case, it would be a win-lose. Win for him, loss for da Parish.

Great, free re-election publicity for Taffaro, taking a play right out of
the Nungesser playbook - who cares if this pisses off federal officials and
it costs the parish millions in federal assistance - it's great for
re-election.  Politically very smart.
