My understanding is yes.  I believe this was brought up in the federal court
case when the Provident attorneys questioned Craig.

Now I have to wonder whether Taffaro realized at first the types of
apartments these were going to be.

There was a website that had copies of the federal court transcripts of the
case and I believe Craig was asked about whether he had signed off on them
and he said yes.  I don't know for sure Craig only changed his mind due to
the forthcoming elections or not.

	once public opinion was against it, then changed his position just

	public favor during a re-election year???
