I do not believe everything I read in the New York newspapers, especially if they spend more time attacking individuals than discussing the issue.  Was there abuse?  More probable than possible. But if the Governor didnot declare an emergency, followed by the Parish declaration, none of the efforts by the parish would have been reimbursed.  Did Col. Dysart require that much overtime? Possibly.  The oil was gushing and if local officials did nothing, do you think BP and the Coast Guard would?
 
As for guilt by association, it is election year, and certain newspapers have an ax to grind.
