The owner needs lots of practice at the shooting range, a larger weapon (ie.
Bazooka),  or a self-detonating device which ignites without disarming an
alarm on the vehicle <G>.

Chances are they'll now strike again in another instance (that is, until
someone gets them the next time or two, or more).

Now, with the socialists' system of government in place in America, they'll
probably go get a "Morris Bart" (or Sidney Torres, etc.) and sue the
vehicle's owner for being responsible for hurting the perp's arm.
