Generally, yes. That's the point of the budget process.

Decide what needs to be done, set a spending limit and then let the
executive branch carry it out.

The council is not supposed to micro-manage the administration of the parish
government.

There is a lot of that happening over here in Lafourche, where 30+ years
later, they still can't get rid of the police jury mind set (it may be
because Terrebonne has a half-ass form of government and Assumption still
uses a police jury).

If it wasn't for Port Fourchon, Lafourche would have died years ago.

It seems Parish Councilmen of all parishes forget that the Council
is a
Legislative arm of local government and the parish president is the
executive. Once the Council gives the OK for a job to be done, it is
the
president's job to get the job done in the best way he sees fit.

If that is the role you want, then you should run for it.
