According to the article, all the Judge ordered Friday is for  " ...... the
parish to lay out by Wednesday specific deficiencies preventing Provident's
permit applications..."  
 
If not mistaken, the Parish President's report from the last council meeting
(which has not yet posted to the SBPG website) included statements along the
lines that the developer submitted application information in piecemeal,
making it difficult, if not impossible, for the permit department to make
determinations.  The statements also included a disclaimer by the parish for
the pipework, including drainage and sewerage.
