the NAACP has requested copies
of the field interview cards that officers typically fill out after traffic
stops. The cards include information such as a person's name, race and a
brief description of what they look like.

Very simple:

This is a paid detail for the cops doing a job the citizens are taxing
themselves to have done.
If a stop does not turn into an arrest or anything with official police
actions use a card that leaves out race.
If a stop occurs that *does* result in these off-duty officers having to
make an arrest then they'll have the race on the official NOPD forms they
would use.


Basically it sounds like the NAACP and ACLU wanting something to be there
that just isn't.
