Great for homeowners. Perhaps. Then, there's food for thought.

Bad for homeowners: From where does da parish expect to recruit potential
buyers? New Orleans? Jefferson?

It won't be to encourage "road home" recipients to return, certainly. And,
it's certainly not a "build from within" to stimulate the additional numbers
needed to raise the number of citizens for a repopulation to increase
census, government subsidies, and representation.

So, the good is that those who hasn't gotten Road Home money and live in
the parish could qualify for new home money (children or apartment dwellers
who are first time owners.

The bad? Here comes the New Orleans "rentals" who can't wait for the
Provident slums to be built. We're sure neighborhoods will flourish-but,
are the neighbors friendly, are the neighbors of class and have pride in
ownership? Or, have they rented so long, they'll treat their properties and
have reared huge single families out of ghetto situations into da new hoods?
