The "Sheriff" has been in charge of collecting taxes for centuries. Think of
the Sheriff of Nottingham from Robin Hood.

The Sheriff just collects the taxes. He doesn't control how much or from
whom.

And you are right, Wayne is his own man. He is in this for himself and
himself only.

when you put the sheriff in charge of tax collections that's like putting
the wolf in charge of the hen house. I knew this guy was corrupt way back,
at least Wayne is his own man. I don't see him aligning with the politicos
at this time, but people have been known to change.
