I was told by someone that I thought was a little more in the know than I
was that Stephens was appointed because he was sheriff. I will have to dig a
little deeper.

According to the MF bylaws members are appointed for life unless removed by
the board, aren't they?  Or are you saying Stephens is on the board just
because he's the sheriff?
