This one actually might have a chance.  But Rupp needs to be prepared to go
all the way to the State Supreme Court considering the clowns on the
district court level and court of appeals who have repeatedly shown they
know little about the law - or simply ignore it to play politics.  Keep in
mind "most" of the judges on the court of appeals are from here with long
ties to the politics of the old establishment.
