Is that allowed by the charter?  Actually I see nothing wrong with the way
it was done; it allows an elected official to be involved along with an
appointee.

	The current Director of Finance, Ms. Gariepy, in effect serves as
the deputy
	CAO.  In the interim the Council could have easily promoted her to
	Acting-CAO, which in effect would have put her serving as
Acting-Parish
	President until January 10th.  Not only does the Director of Finance
know as
	much if not more than the CAO, but this would have removed the
	"politicalness" from this situation.
