Technically, "yes" it would be allowed by the Charter.  Although this
situation has never presented itself, the CAO assumes the temporary "acting"
duties of the Parish President.  But since the CAO is also gone, the
Director of Finance fills in for the CAO when he/she is gone.

Is that allowed by the charter?  Actually I see nothing wrong with the way
it was done; it allows an elected official to be involved along with an
appointee.
