Even better, any politico that leaves office before their term is done to
take a position outside of the branch they are currently serving needs to
forfeit an amount of money equal to the pay they had to receive.

If other words, if you leave office with a month left in your term, not only
do you not get the month's salary for not working, but for breaching your
contract with the voting public, you need to return a month's salary.

The appointees are already running government anyway, so what difference
does it make?

Hmmm...could have been two appointees acting in the stead of an elected
official. Maybe the charter should be changed so there is an order of
succession much like with the President. That one goes about 4 deep with
elected officials before going to Presidential appointees.

Technically, "yes" it would be allowed by the Charter. Although
this
situation has never presented itself, the CAO assumes the temporary
"acting"
duties of the Parish President. But since the CAO is also gone, the
Director of Finance fills in for the CAO when he/she is gone.
