Your analogy is terrible because it is based on the committal of a crime.
No crime or illegal act has been committed. And yes, you better believe it
matters "who did it first" because in law or government it's called
precedence (or legal precedence). And don't forget, at any time voters
could have "thrown the bums out" for doing it, but nobody complained as long
as they kept those checks coming. Like I said...both parties are at fault
but one, more than the other, is to blame for starting this mess
(precedent).

Okay so your analogy would be that if I saw you steal candy from a store and
you got away with it, then it's perfectly okay for me to follow suit and do
the same. Nah. Both parties are guilty of it. Neither one is more to
blame than the other. Doesn't matter who did it first.
