After reading this story the Times-Picayune headline is very misleading.  A
more accurate title for the story would have been:  "Meraux lawmaker files
measure to help St. Bernard Parish to get a local paper for journal
contract".  Now that would have been correctly informative, but considering
the T-P did not back Garofalo, it's not surprising they went with a
misleading headline.
