Council Meeting April 3 2012 video on parish website

Item #9 on Council Meeting 4-03-2012 at link . around the 55 minute mark; discussion of zoning change from Residential to Commercial. Application is for a gas station, a RaceTrack, on Paris Road, which commenter says will have a negative empact on a number small business owners who employ about 20 -35 local residents. According to the commenter: RaceTrack will maybe only employ 12 people, not necessarily locals. Also, RaceTrack will create traffic - no traffic study, no infrastructure study, no environmental assessment study. RaceTrack will likely cause five (5) locally owned businesses to go out of business and cause 20 - 35 local residents to be unemployed. Big box stores are not committed to community. LosingJobs. RaceTrack will damage citizens of St Bernard in the long run. Like the Lowe's did. Do you the parish council want st bernard to have all these empty businesses. why would you rezone anyu more residnetial properties to commercial. there is plenty commercial properties available. chose something that is already there. you won't have any residential left.

Around the 1:03 minute mark
Item #10 Zoning change for Chalona Drive for a micro brewery

commenter: A councilman said there is a state law prohibiting the conditional use.
What is property to be used for? There are over a hunderd maybe more used tires piled up in this area of this building. What does tires have to do with a micro brewery. The DEQ was contacted to inspect. What are the plans for this property. Told one thing and then see something different in a residential area. We have to take it and not because we want it. Do you realize that there is a major pipeline that goes along that little road along the micro brewery. what is supposed to be going here, dont tell us one thing. If you lived in this area, would you still be concerned. we all want our parish to grow together and have a positive outcome.

commenter:
does not have any deal to sell her property. Mr. Cardon offered $100,000 and then he asked her to contact an appraiser. if tried to sell, would notice neighbors for first option to purchase. Resent being told that she has made arraanagements to sell her property. Mr Lewis even said he was told this. She has never felt this type of duress or pressured to sell. The parish is now telling me to cut the grass on Volpe Drive after the parish left chunks of debris and concrete. Neighbor cut the grass for the owner.

Applicant attorney
there has been a lot of discussion, a public hearing, a townhall meeting, and a public hearing with the council. the facts are mr carbon has a 6,000 sq ft building from the late 1940's, used as sheet metal shop. without the zoning change, rendering building useless. what measure does that send to businesses. at planning commission, discussion about a C1 zone instead. C2 is actually before council. applicant will go with the more restrictive C1 if offer still there.

Council Discussion:
Why planning commission sending to council without a recommendation?
