[StBernard] steam pressure release

The Valero refinery in St. Bernard Parish today had a steam pressure release
(let down release) that lasted over an hour.  This is like a jet-engine,
airport type noise, very loud and continuous for over an hour.  I happen to
be one of the happy campers that live in what Louisiana DEQ has termed "the
noise tunnel".  Valero's Meraux refinery has been in startup mode for the
last few days following a power outage.   ---  SJK
